Terraform vs Ansible: Which Should You Use?

Every developer building infrastructure eventually hits the same fork in the road: do you declare your cloud resources with Terraform, or orchestrate them with Ansible? The choice isn't about which tool is "better" — it's about whether you're managing state or managing change.

Here's the short version: Terraform manages the what (infrastructure resources), and Ansible manages the how (configuration and software on those resources). The Terraform vs Ansible decision comes down to whether your problem lives in the cloud provider API or on the operating system itself.

Terraform vs Ansible: The Key Differences

The core distinction is declarative state management vs. procedural automation.

  • Terraform is declarative: you write the desired end state, and Terraform figures out the diff between that and reality. It tracks everything in a state file, so it knows exactly what it created and can destroy or modify it precisely.
  • Ansible is procedural (with some declarative modules): you write ordered steps that execute against existing machines. It's stateless — it doesn't track what it did last time. It just runs your playbook and reports back.

Here's a concrete example that shows the difference. With Terraform, you define an EC2 instance:

With Ansible, you configure that same instance after it exists:

Terraform created the server. Ansible made it useful. That separation is the whole game.

When to Use Terraform

Use Terraform when your primary concern is infrastructure lifecycle management — creating, updating, and destroying cloud resources safely.

Specific scenarios:

  • Multi-cloud provisioning: You need identical infrastructure across AWS, GCP, and Azure. Terraform's providers give you one language for all three.
  • Infrastructure as code for teams: Terraform's state locking and plan output make it ideal for team collaboration. You can review a plan before anything touches production.
  • Ephemeral environments: Spinning up and tearing down staging environments repeatedly. Terraform's destroy command removes everything it created — no orphaned resources.

A real pattern I've used: managing a Kubernetes cluster with Terraform (the cluster itself), then handing off to Ansible for in-cluster configuration. Terraform owns the cluster's lifetime; Ansible owns its contents.

When to Use Ansible

Use Ansible when your problem is configuration management — installing software, managing users, deploying application code, and enforcing system state on existing machines.

Specific scenarios:

  • Bootstrap after provisioning: Your cloud provider or Terraform creates bare VMs. Ansible then installs Docker, configures firewalls, and sets up monitoring agents.
  • Application deployment: Rolling out code updates across a fleet of servers. Ansible's playbooks handle the ordered steps — stop service, pull new code, restart, verify health.
  • Server hardening: Running the same security baseline across hundreds of machines. Ansible's idempotent modules ensure consistent state without manual SSH sessions.

Here's where Ansible shines — zero-install agent architecture. It only needs SSH, so it works on bare metal, VMs, and containers alike.

Terraform or Ansible: Which One Should You Pick?

If you're managing cloud resources — pick Terraform. If you're managing software on those resources — pick Ansible. If you're doing both — use both together.

The real question isn't "which tool" — it's "which layer of your stack are you automating?" Terraform handles the cloud layer. Ansible handles the OS and application layer. They're complementary, not competing.

Teams that force everything into one tool end up with either brittle shell scripts in Ansible or awkward provisioner blocks in Terraform. Neither is fun to debug.

My Take

I've been through this decision on multiple projects, and the pattern is always the same: Terraform for provisioning, Ansible for configuration. Stop trying to make one tool do everything.

The only exception is small projects — a single VPS running a side project. For that, Ansible alone is fine. You can use its cloud modules to create the server and configure it in one playbook. But the moment you have multiple environments, a team, or any real infrastructure, split the responsibilities.

Terraform is the source of truth for what exists. Ansible is the source of truth for how it behaves. Mixing those concerns creates state file headaches and playbook spaghetti.

The decision becomes obvious once you realize this: Terraform answers "what should exist?" and Ansible answers "what should run on it?" — and those are two different questions that deserve two different tools.
